받을만한 사람이 상을 받는 포상문화-공정하고 객관적인 심사를 통해 상훈의 영예와 신뢰를 제공하고 있습니다. 상훈은 대상자의 공적내용, 그 공적이 국가사회에 미친 효과의 정도와 지위 등을 참작하여 훈장(Orders of Merit)과 포장(Medals of Honor)으로 결정한다. 따라서, 상훈은 공적의 내용뿐만 아니라 대상자의 사회적 지위 및 신망도, 연령, 특정분야에서 일한 기간 등 매우 다양한 면들을 고려하게 된다. 또한 상훈은 그 영예성을 확보하기 위하여 동일한 공적에 대하여는 훈장을 거듭 수여하지 아니하며, 전투(대간첩작전을 포함한다)에 참가하여 뚜렷한 무공을 세운 경우이거나, 간첩수사로 국가안전보장에 뚜렷한 공을 세운 경우를 제외하고는 이미 받은 훈장(포장 포함)과 동일종류의 동일등급 또는 그 하위등급의 훈장(포장 포함)을 다시 수여하지 않는다. 상훈에 대한 이러한 원칙과 기준은 정부표창에도 그대로 적용된다. 그러나 대응하는 포장이라도 훈장과 동일한 분야의 공적을 요구하는 것은 아니다.

받을만한 사람이 상을 받는 포상문화-공정하고 객관적인 심사를 통해 상훈의 영예와 신뢰를 제공하고 있습니다. 대한민국의 상훈제도는 부족국가시대부터 실시되었다고 볼 수 있다. 삼국시대에는 국난공신(國難功臣) 등에 대하여 식읍과 관직을 수여하였고, 특히 신라의 상사서(賞賜署)는 통일공로자 등에게 논공행상(論功行賞)을 실시하였다. 고려시대에는 고공사(考功司)에서, 조선시대에는 공신도감(功臣都鑑)에서 개국공신과 국난공신 등에게 논공행상(論功行賞)을 실시하였다. 근대적 상훈제도는 국호를 대한제국으로 바꾸었던 구한말 광무 4년(서기 1900년) 4월 17일, 칙령(勅令) 제13호로 훈장조례를 제정 공포하고, 금척대훈장(金尺大勳章) 등 4종의 훈장을 두고 운영하면서 시작되었다. 그러나 구한말의 근대적 상훈제도는 1910년 한일합방으로 인하여 완전히 폐지되었다. 당시 상훈제도를 운영하는 정부기구로서는 표훈원(表勳院)이 있었으며, 의정관회의의 심의를 거치도록 하였다.
