Where UXO Action occurs. Whilst the main threat to people within in Laos comes from UXO, the threat from landmines is also present and is often understated. Landmines, both anti-personnel and anti-tank or anti-vehicle were used in abundance and not in marked or recorded areas. The UXO/Mine Action sector in Laos works across all 10 severely contaminated provinces, and the priority has been on the 47 poorest districts in the country, as defined by the Government of Laos’ National Socio-economic Development Agenda. The level and location of activity is dependent on many factors; the major ones being resource levels, annual work plans, provincial and district author plans, and responding to emergency needs.

The UXO Sector in Laos officially began in 1996 with the creation of a national clearance agency, UXO Lao, by Prime Ministerial Decree and with a mandate to reduce the number of casualties caused by unexploded ordnance, and to increase the amount of land available for food production and other socio-economic development activities. Where UXO Action occurs. Within the size range a variety of fuze types were fitted including impact fuzes, chemical or electrical time delay fuzes, influence fuzes and some with anti-disturbance or removal features. Given the nature of the war, today bombs can be found on mountains, in forests, in villages, rivers or along roads and paths. Bomb casings have a scrap value and a black market trade in salvaged explosives adds to the challenges and complexities of dealing with the UXO issues within Laos.
