Patrick Coll, a severely mentally disabled man, will stay put at the only home he's known for 45 years - the Bellefontaine Habilitation Center. For years, the state of Missouri has been trying to shut down the center for the state's most severely mentally and physically disabled residents located just southwest of the intersection of Interstate 270 and Highway 367.
