ニート・フリーター対策として注目されているものに、“デュアルシステム”があります。 これは、政府が進める“若者自立・挑戦プラン”の中で“ジョブカフェ”と並ぶ大きな柱の一つとなっているものです。 デュアルシステムとは、職業訓練システムの一つで「働きながら学ぶ、学びながら働く」ことで、若者を職業人に育てるというもの。 具体的には、国からの委託を受けた民間の職業訓練校などが、若年失業者を対象に、職業訓練校での講義と、実際の企業での実習活動とを並行して行ないます。 デュアルシステムには、いくつかのコースがあり、コースごとにレベルや期間が異なっています。

ニートという言葉を、俗に言う“ひきこもり”と同じ意味でとらえる人が少なくありません。 確かに、ひきこもりの人は多くの場合ニートに含まれるといえるのでしょうが、ニートという言葉はもっと広い意味で用いられています。 日本のニート人口は、２００４年の段階で８７万人といわれていますが、政府が算出したこの数字には「働きたくても働くことのできない人」つまり障害者も含まれています。 このように、ニートと呼ばれる人たちの中には、単に家の中で怠惰な生活を送っているのではなく、様々な障害や困難を抱えている人も少なくないのです。 また、このニート人口の中には“家事手伝い”の人の数も含まれています。
