컴퓨터가 사람처럼 지능을 가지고 문제를 해결할 수 있을까? 라는 의문에서부터 개념이 생겨났다. 중국인의 방 문제'를 예로 들어 강 인공지능과 약 인공지능을 구분하여 생각했다. 어떤 사람이 문밑으로 중국어로 쓰인 쪽지를 밀어 넣어 주면 방안에서 그걸 읽고 적정한 답을 중국어로 적어 밖으로 내보내 준다고 할 때, 방안에서 그 일을 하는 사람이나 기계가 정신이나 마음 또는 의식 등을 가지고 중국어를 '이해'해야 할 필요가 있느냐 하는 것이다. 기계가 보통 사람들이 하는 것처럼 '이해'하지 않고도 그 작업을 수행할 수 있다면 '약'인공지능이라 하고 사람 또는 그 이상으로 정신이나 마음 또는 의식 등을 가지고 지능적 작업을 수행할 때 필요한 지능을 '강'인공지능이라 한다. 강'인공 지능이 가능한 날은 언제일까?
