国家食品药品监管总局日前发布了 关于加强中药提取和提取物监督管理的通知 的征求意见稿 以下简称征求意见稿 ，对此进行严格规范。 Ldquo;严格审批，加强监管”的思路全面贯彻在 征求意见稿 中，其包含三方面内容 一是自2016年1月1日起，凡不具备中药提取能力的中成药生产企业，一律停止相应品种的生产，已获得批准的委托加工也应一律废止。 据中投顾问产业研究部经理郭凡礼介绍，中药提取物在我国有三方面的用途 一是做中成药，目前的中药产品多以原药材入药或初级提取物入药 二是保健食品领域，国内的保健食品长期延续了中成药的模式，对成分或标志物要求不高 三是功能食品和日用化妆品。 Rdquo;一位业内人士指出，在清理历史遗留的非理性申报后，2008年以来每年平均有20-30个中药新药获批上市，“这个数量并不算少，关键问题是中药整体报批存在不少问题”。 2013年一季度我国植物提取物进出口额4.1亿美元，同比增长12.1%，其中出口额3.3亿美元，同比增长11.2%，占中药商品出口额的47%。 Let’s make it better.
